The dichotomy that has existed between Bachelor’s Degree holders from universities and Higher National Diploma certificate holders from polytechnics has been a bone of contention for many years.
This is because employers of labor considered BSc holders superior to their counterparts with HND and thus university graduates got better employment offers

It's very simple: convert the HND to Primary Degree with another option of one year topup to receive Honours Degree.
This is now the norm here in the Republic of Ireland where this polytech system has been mirrored.
