I'm very excited for Keith David to return as the Arbiter in Halo 5 Guardians. His performance as the arbiter in Halo 2 and 3 was spectacular and the character of the arbiter himself was well written. In my opinion I think the Arbiter is the elite equivalent of Master Chief. :)
