Because in the novel of KOTM during the battle of Boston Goji was so powerful that Ghidorah was actually trying to flee for his life, also Mothra was about to kill Ghidorah when she webbed him but a Rodan stopped her Now thanks to Adam’s statements we know that at the start of GvK, Goji started the movie at 80%, then when he made a hole to the hollow earth he ended up at 50% and most likely became much weaker after his fight with Kong, we know this because his atomic breath became fire instead of a laserbeam when he clashed with MechaGoji Also Adam said that Goji even though weakened, he could’ve survived the kiss of death MechaGoji was trying to give him And to prove how much durable Goji is, he was tanking Kong’s axe amped by his 50% atomic breath, then we see a weaker version of the axe damage and kill MechaGoji, plus the novels and movies imply that Goji’s durability is equal to his attack potency, so Goji wins Mid diff For Skar king it’s easier, Kong was going to beat him in the first fight high diff, the same king was still weaker than Goji before his evolution, so yeah goji wins low to mid diff
