by dimensions they mean the values of x and y, and here x=250 and y=500. Those are the dimensions.

The original problem is not very good, which is a shame, since this problem is commonly described in math books/channels.
If this would really be an optimization problem, it wouldn't be given that the area should be rectangular - you're just enclosing your own land, and you want the fencing to be as cost effective as possible.
A semicircle is the optimal solution. If the river line is not straight, then also the placement alongside the river could be optimized.
If rectangular shape is *really* given, then it's most probably because of existing borders to surrounding land and then it wouldn't be a fence/area optimization issue at all.
