I find that good practice is to press down on the bag before I have closed it, making sure there's as little air inside as possible inside. This makes the bag more compact, more resistant to punctures and easier to grab.
According to amazon it says not submersible to the top. since this never sank all the way you didn't see any issues. seems par for the course as most bags by osprey or sea-to-summit are not submersible either.
Point taken, but I was unable to submerge it all the way - it floated, even with a 30-pound anvil in it, it rose back to the top. So, it seems to do the job regardless.
Use it for wet clothes or perhaps as a portable washing bag. You can literally do a bit of laundry there, just add soap, agitate, and shake the bag. Hang both clothes and bag to dry afterwards.

I don't think there are many situations where if you flip a kayak you would need more than a minute or two to retrieve it from submersion anyway.
