Butterfingers aren't high up because of the "stuck in teeth" factor. Tastes okay, but I can't stand the texture.

I have 1 can of the peach lemonade mountain dew left. Kinda saving it. It's my favorite new flavor they've made in years.
Even before I developed a peanut allergy (thanks, biology) I was never that big on Butterfingers. Definitely the #3 even amongst peanut-flavored candies.
I’m personally quite fond of Butterfingers, but I acknowledge that they aren’t to everyone’s taste, especially given their tendency to stick to your teeth.
Based on the relative amounts of specific brands of candy I see stocked at Target and CVS for Halloween, I would conclude that Butterfingers are NOT one of the most popular (as they almost exclusively appear in combo packs - I can rarely find bags of Butterfinger bars by themselves).
However, this does not rule out the possibility of market manipulation by competing brands.

not toxic tower... I think that might be the level I struggled with most. Butterfingers are great! But I understand why they may not be universally loved.
Butterfingers aren't bad but they aren't great. I'd take a 3 Musketeers over a Butterfinger any day.
On a personal level, Butterfingers are low tier. Having worked grocery, I will say there are usually more SKUs for Butterfingers than there are for Baby Ruth, but the individual SKUs for Baby Ruth sell faster. Also unless you are desperate or really trying to limit your intake while still having some sweets, don't ever buy the candy or single sodas at the registers, the unit prices on those are like 30-50% higher than if you buy a bag or 6-pack in the main aisles.
Also from experience, when you first give up on hair and shave it, every person that is even vaguely familiar with you who has already done it will cheer you on, give you advice and welcome you to the hair-free lifestyle. And remind you to wear a hat or pack sunscreen.
