If the case falls under Order 7 Rule 11 of CPC , more specifically Order 7 Rule 11 (d) , in that case plaint can be rejected. However, there is no ground in the entire Order 7 Rule 11 showing that plaint can be rejected on the ground that plaintiff has no locus standi to file the suit.

Revenue records are required to be examined. Delay of 23 years must be condoned with reasonable explanation of delay as it is ancestral property rights, court may consider it at the time of filing the suit.
