The Wouxun KG-805F is just about the best when it comes to FRS radios. You do not need a license for FRS, and the 805 series is the entry level to superheterodyne transceivers. Basically overkill for a license free radio.

I doubt you’re picking up local police in your walkie talkie because they use different frequencies and not the ones that are already programmed into your radio, it just depends on what you have.
"Expensive" isnt very expensive. Real expensive radios can go up to 4 grand for portable radios and more than 20 grand for sdrs that can be your personal 4g network and do crazy stuff
