Welsh is Celtic in origin, English is Germanic in origin with a tiny amount of Scandinavian and even less French influence. All of the British isles (Ireland and modern day England, Scotland, Wales though those borders didnt exist back then), Bretagne in France and parts of Spain were Celtic cultures and spoke similar languages to one another. This is the language that would have been spoken in England before and during the Roman conquest. After Rome withdrew a bunch of germanic tribes rocked up and conquered the area we now know of as England (minus Cornwall that still has a welsh-sounding language of their own to this day). This rabble of Angles, Saxons, Jutes, Frisians, Swedes and native Britons all blended together into new cultures that we retroactively call the Anglo Saxons (though nobody at the time would have called themselves this). "English" is basically derived from "Anglish". I think it's interesting that the invasion of Angles/Saxons etc caused a total change in the language and culture of the natives despite us now knowing that they did not displace a majority of the native population (we used to think the natives were killed or replaced, we now know that genetically even Alfred's Wessex was 60% native celtic briton). When you compare that to the later Norman conquest that scarcely impacted the English language at all, it's certainly interesting. And yes, Welsh looks and sounds like Elvish because it is. That's what Tolkein based the language on. He also based the culture and language of Rohan on specifically the Anglo-Saxon kingdom of Mercia, though added the whole "horse lords" bit.

Several words and grammatical structure are practically identical as I understand it. I might be misinformed admittedly. Overall, a good summary. With this poem he drew parallels with the conquests and atrocities of King Edward I on the land of Wales and the terror of the Austrian power against the Hungarians after they defeated their War of Independence in 1848-1849. In fact, the Hungarians never surrendered completely after the defeat, they always showed with passive resistance that they didn't accept the Austrian rule, this poem perfectly illustrates through the story of the Welsh Bards, whose didn't sing about Edward’s heroic deeds, but rather chose death. János Arany wrote this poem in such a way that the austrian censorship didn't notice the parallels and the real meaning of the poem, thus publishing it to the Hungarian people, especially the intellectuals. Yasama is cheap and doesn't requires you to garrison vills, Yeomen is hella expensive and requires units to garrisons inside.
