As I've said elsewhere Soifon's true strength is with her general assassin's skills in conjunction with fellow Squad 2 members. More so since Yoruichi's moderating influence means she sees her operatives as true allies rather than expendable pawns. Kenpachi being number 1 is a given. When hell's beasts emerge he will certainly have them running like Doom Guy. Overall Gotei is reemerging from the brink quite strongly especially given Shunsui's flexible reforms.
She really has softened up. If she had let Omaeda and his little sister die, she could have insta-killed BG9 with her Infinite Shunko. She just had to go for his head rather than target the gun and catch all those bullets.
You and @TheOmniVoid are the only guys who provide sources for your statements, so that’s refreshing. I only have an issue with EoS Toshiros placing. He should be above the vizards. Also if you’re ranking mayuri from his tricks then he should be number 1 since he could also canonically knockout eyepatch zaraki with his abilities.
At the start of TYBW Kyoraku read that the original Gotei 13 was said to be the strongest there was. The Soul reapers under his command succeeded where squad 0 failed.

The anime elevated squad 0, something Tabata had originally missed but they ended up loosing regardless. Mayuri had no preparation time for Pernida and Kyoraku was only willing to go Bankai if nobody else was involved. They barely survived because it were strong enemies. Against Askin a bunch of people lost. If Urahara had prepared himself entirely for Askin it would have been entirely different.

Without watching, my list is God tiers 1.) Kenny (strongest Shinigami, with no eyepatch but w/ a sealed zanpakuto is stronger than Hikone who CFYOW Aizen would have to take seriously to defeat) 2.) Toshiro (CFYOW Toshiro has scaling implications that narratively place him on the level to be able to assist Ichigo with threats he can’t deal with on his own along with Byakuya, and both were written out if CFYOW when Tokinada and Hikone showed up for a reason. It’s narratively important since A.) Last we saw them they were relative to Kenny and 2.) Narita specifically gave an explanation for why Toshiro and Byakuya weren’t present and didn’t do so for other Gotei members, meaning it’s narratively important that they were missing. Aside from that, Toshiro back in the TYBW scaled to God Size Gerard and No Eyepatch Shikai Kenny in his Immature Bankai and scales above Vollstandig Gerard with a Miracle Amp from Bankai Kenny and scaled to Final Form Gerard alongside Byakuya. And his feats and statements were better than Byakuya’s. His Mature Bankai after 12 years should be mastered or close to mastery as it takes 10 years to Master a Bankai and he had his since before Ichigo was born 3.) Byakuya. Along with the same explanation reasons for Toshiro, Byakuya in Base/Shikai was said to have relative Reiatsu to people like Shikai Tokinada and Base Yoruichi…Tokinada being someone who’s able to 1 v Gang a squad of post TYBW Gotei including Shikai Kyoraku due to a combination of reiatsu/stats and hax Byakuya’s Bankai post 0 squad training should be beyond a conventional 10x boost from a Bankai, on top of his Bankai amping his defense, speed, and AP drastically so he should be well above people like Kyoraku and the like Top Tiers 4.) Kyoraku- Pretty much solo’d Base and Vollstandig Lille and could inflict lethal damage on Tokinada who scales to Base/Shikai Byakuya. His Bankai is hax based and stage 3 relies on him having more reiatsu than his opponent so he can’t be any higher 5.) Mayuri (scales relative to Pernida to an extent, and his Bankai as of the TYBW is busted with adaption + his drugs and hax) High tier- 6.) Though with the anime powering 0 Squad up, it confirms that even Yama’s raw power isn’t above theirs when their power is released. So how they scale depends on how the SS escape Senjumaru’s Bankai and if there are any changes to how the Shinigami vs SS fights go

I hope not with his shrift, but with raw power which would mean that he's Zero Squad level which is supposed to be as Ichigo's rival. Aside from those 2, maybe Y.H. will just help them. I have a question. Isnt hannatoros shikai the same or similar to ukitakes shikai? I know its pnly a filler episode in the anime but in one particular episode we get to see his shikai release and it seemed to deflect and send back an incoming attack. Then in the fake karakura arc we see ukitake getting involved by deflecting one of starks cero blasts right back at him to stop shunsui from releasing his bankai. It seems to me like they both have similar abilities but I could be missing something here. If anyone reads this and can provide an answer you have my thanks.

I disagree on rose and toshiros placement. Starrk has shown hes extremely generous to the people he compliments. He complimented toshiro just because he survived against hallibels base form attack, who wasn't even using her full power. And its revealed toshiro wasnt even close to shunsuis lvl yet either. In addition with starrks depression influencing his mind, the ceros he fires off towards the vizards r considerably smaller in size and slower than the ones he fired against shunsui. So u cant rlly trust starrks words on his ceros not working on the vizards. Starrk himself tanked loves full power shikai hollowfied move, which did no damage to him at all, even while was depressed and not even defending himself. For toshiro, its just speculation, but toshiro post timeskip(after fullbring arc) has had very unsure performances. He got his bankai stolen and fought his direct counter. Both of which resulted in his loss. But when he's in full condition, u only see him performing good feats to the normal sternritters. One shotting cang du. And also that pillar of ice in his zombified base form is above anything weve seen from even his prior bankai form. So taking into account toshiros growth rate, and the years that passed, I think with this, its safe to move at least kid toshiro above all the vizards and soi fon. Also, robert taking shunsuis eye is seen as a greater feat than it is. Its heavily impled that shunsui was only surprised with roberts quincy ability because the fight went on for much longer without ribert doing anything close to that type of damage again until shunsui was distracted by yammammoto.
Even without the adult form, Toshiro has some good enough feats in the TYBW. Survives against Bazz B (who could partially negate an attack from a pissed off Yamamoto and face post RG training Renji on even term) for a little while without bankai. Stomps Cang Du after the beating Bazz gave him. Is considered a bigger deal as a zombie than Kensei and Rose, also shown as too powerful for Mayuri to engage in physical combat for any extended period of time, same Mayuri who could keep up with Pernida. Did better than the vizards against Gerard. Considering that his growth rate should be the highest in the Gotei by his status as a child prodigy, with an extra 15 years of training for the hell arc, I would put him above the likes Soi Fon, Shinji and Rose.
Bazz B played with Toshiro and brushed off his attacks. Cang Du was weakened by the pill and wouldn’t scale Toshiro above the others either way. Zombie Ken and Rose were dead so their stats were garbage unlike living Toshiro zombie. Mayuri prefers to avoid direct combat since soul society arc.Nice thoughts though.
There's no way Soi Fon is above Toshiro. End of Series kid Toshiro is above Rose, Soi Fon and arguably above Shinji. And also Rukia. Y'all really really downplay Toshiro is easily above Rukia as well. Y'all forget that kid Toshiro was able to fight Gerard at the same time protecting the Sereitei. Kid Toshiro was also able to fight toe to toe with Gin during the soul society arc. Gin would easily be stronger than Soi fon even at the beginning of the series. Just because he lost to Bazz-b doesn't make him weak jeez. He didn't even have the time to use his true power (, and I don't mean adult Toshiro).

For toshiro, its just speculation, but toshiro post timeskip(after fullbring arc) has had very unsure performances. He got his bankai stolen and fought his direct counter. Both of which resulted in his loss. But when he's in full condition, u only see him performing good feats to the normal sternritters. One shotting cang du. And also that pillar of ice in his zombified base form is above anything weve seen from even his prior bankai form. So taking into account toshiros growth rate, and the years that passed, I think with this, its safe to move at least kid toshiro above all the vizards and soi fon.
Also, robert taking shunsuis eye is seen as a greater feat than it is. Its heavily impled that shunsui was only surprised with roberts quincy ability because the fight went on for much longer without ribert doing anything close to that type of damage again until shunsui was distracted by yammammoto.
Even without the adult form, Toshiro has some good enough feats in the TYBW. Survives against Bazz B (who could partially negate an attack from a pissed off Yamamoto and face post RG training Renji on even term) for a little while without bankai. Stomps Cang Du after the beating Bazz gave him. Is considered a bigger deal as a zombie than Kensei and Rose, also shown as too powerful for Mayuri to engage in physical combat for any extended period of time, same Mayuri who could keep up with Pernida. Did better than the vizards against Gerard.
Considering that his growth rate should be the highest in the Gotei by his status as a child prodigy, with an extra 15 years of training for the hell arc, I would put him above the likes Soi Fon, Shinji and Rose.
Bazz B played with Toshiro and brushed off his attacks. Cang Du was weakened by the pill and wouldn’t scale Toshiro above the others either way. Zombie Ken and Rose were dead so their stats were garbage unlike living Toshiro zombie. Mayuri prefers to avoid direct combat since soul society arc.Nice thoughts though.
There's no way Soi Fon is above Toshiro. End of Series kid Toshiro is above Rose, Soi Fon and arguably above Shinji. And also Rukia.

Y'all forget that kid Toshiro was able to fight Gerard at the same time protecting the Sereitei. Kid Toshiro was also able to fight toe to toe with Gin during the soul society arc. Gin would easily be stronger than Soi fon even at the beginning of the series. Just because he lost to Bazz-b doesn't make him weak jeez. He didn't even have the time to use his true power (, and I don't mean adult Toshiro).
Just look at Mayuri's reaction to his zombified state compared to when BOTH Kensei and Rose were zombified

I disagree with the kensei placement I always have him and rose right next to each other you didn’t even bring up the feat of him as a zombie which is weaker than his alive self beating up Pepe in volstanding in base in the manga plus he nearly killed tokinada in his base bankai not adding his mask on top of it which we know he can do and that tokinada was equal to a post tybw byakuya and yoruichi plus that starkk feat should apply to kensei as well because he’s comparable to rose and love and he is the strongest physically of the vizards meaning his strength durability and endurance is higher than rose or love plus he trained for 18 months after fkt im sorry for this long comment but I’m one of the few kensei fans and I have to give my boy the respect he deserves

This scaling is consistent with the fact that Bankai Toshiro blitzed and one shotted Mayuri 10x over in different looped scenarios while someone as strong as Vollstandig Pernida wasn’t strong enough to do so
