Quite a few of the cards that seem weird are in reference to their in-game abilities: ie. Enterprise sometimes doesn't work because her Invinicibility and Damage skill has only a 70% chance to activate, Javelin's kit is built around Evasion and torpedo damage but she's pretty flimsy so she is weak on opponent turn, and Illustrious puts a protective barrier on other ships, so her ability has her choose someone else. Unfortunately, these references are usually to the detriment of the cards' gameplay functionality.
