Well, I guess it's not fair to say he got there by hacks and cheats in this case. It's more of an exploit. Quitting before losing + macro keys for wave dash and electric. But he did use devil Kazumi before, which I'd consider hacks and cheats.
Macro is considered cheating in most online games, as they forcibly close the game when an advanced macro program is detected. Problem is, EWGF is not an advanced macro so most keyboard hardware can do those natively == undetectable. You cannot punish these users even if you want to :(.

Cheaters know how to backup saves and reload, essentially resetting your rank, wins, dc rate, everything to before you plugged
They should do it like in Soulcalibur, penalise regardless whether if it's on purpose
you back up your savegame, delete it when you lose and replace it with the old one.
