Damn. It kinda sucks that the cheap son of a bitch just teleports if you actually manage to catch up to him. It would have been interesting to see how the game would react if you actually managed to beat him to the finish. The playtesters must have caught the fact that you can actually beat him if you're fast enough (and with the help of some little exploits) and I'm guessing that beating him at the race breaks the game somehow, so the devs chose to implement a quick, lazy solution (make Jackknife teleport) rather than bothering to fix the exploits that make this possible in the first place.
