Nope, its dynamic. You have to actually get the person's neck measurement. Some people have large necks but the 3"wideness and depth goes for a lot of people hence the reason why most tailors use it especially for ready to wear.

The paper measurement is different from the material measurement, you said it’s cause the material is stretchy. And it turned out to be the perfect measurement for the neck. The paper measurement is half of the back and half of the front, so how do you get the cup measurement ?
