For reference, they cut the nerve cord in the back of the neck, which basically stops it from feeling anything.
Think about it, if your brain is in your head connected to the rest of your body by a cord, and you cut that cord, then suddenly the brain is disconnected from the rest of the body.
So once they did that, it feels nothing as the puffer fish, and the puffer fish's brain are 2 different things.
all the movement after that is just muscles reacting to touch. like when your doctor makes you kick your leg by hitting your knee.
