False. The Ayah is saying not to go against nor question what Allah swt or His Messenger ﷺ says. It doesn’t mean that both of them come together and decide stuff (stupid understanding), rather it means that if Allah swt makes something haram, we must not question it. And it also means (for the people at the time of the Quran’s revelation) that if Muhammad ﷺ makes a decision, it is not befitting for anyone to go against him. And Allah swt knows best

Allah swt directly addressing the people of the time in the Quran does not mean that no other time’s people should listen to the words that He speaks to those being addressed in the Quran
