Majority of the time, nobody really wipes the PD. They usually call a cease fire in order to get cops out.
That's why you almost always hear the PD call a gang to negotiate terms.
It's almost impossible to completely wipe the PD, as new people are waking up

Now you have cops hiding in unreachable heli's or in dark corners and they count that as cops surviving.
