Now, there is one confusion. Certain western countries resort to the practice of DST. France keeps the one hour ahead on 28.03.2021 to avail the daylight. They correct the and put the clock one hour back. Hence, in March, they have put the clock one hour ahead. This one hour ahead time is not actual. Hence, we have to deduct one hour from the birth time if the native is born between March and October to arrive at the correct ascendant. So, birth time should be taken as 12.30minus 1.00DST=11.30 am. Latitude doesn't take care of this.
