By going over several cases such as: guardian emiya and heroic spirit no name, or prelati in strange fake; then it is more likely that heroic spirits that are recorded in the throne of heroes are copies only of the actual people. Guardians more or less works the same way since the two has similar roots. If they're ever removed then their existence in the past, present and future will cease to exist. There's no more options for a heroic spirit than to be a heroic spirit itself, even if they get realized with an actual body.
