You have to wait for the plant you planted with the giant seed to fully grow by watering it each day. Once it grows, it will act as a ladder that you can climb and therefore get to the upper level. My Melody goes to level 20 max best friends. If you are there already an dhave met the other requirements the needed quests should become available. I can't remember how many of the levels are viewable early game or if they become visible as you do quests. In any case, you should be able to keep doing all the quests and friendship leveling and eventually get there. So many things are interconnected that playing balanced with doing all the quests and leveling characters is useful in progressing
