You can still find the debug log under toolbox --> Debug Settings and Log View with now even more options. If it's not visible then you might have a Multisite install where the debug menu is under the Network Admin options. We will have a look into this issue. Thanks for bringing it up. In the meantime, you could limit the possibility of activating the plugin to just the desired subsites.

The DONOTCACHEPAGE constant is set to tell cache plugins to not cache a specific page.

but what if you need to not cache cookie?
You can exclude cookies from being cached under Settings --> Cache --> Excludes --> Do Not Cache Cookies.
