You don't have to select a face before you press the L key. Just hover your mouse over the object and press L. If you do want to start with a face selection (or vert or edge), make your selection and then press ctrl+L. Your cursor doesn't have to be over the object before using this shortcut.
If the first option isn't working for you, that's because you need a curve circle not a mesh circle. If you have a custom shape you can convert it to curve.

Seems like the Blender update which allow "multiple objects edit mode" causes this error. The solution is to use this step instead: First select the object to be cut. Switch to edit mode and then [CTRL]+[LMB] the cookie cutter object from the object tree. Then Mesh->Knife Project.

great explanation. It's interesting that no1 explains how you make a hole with exact measurments. I don't need a random hole in my object, it has to be on a specific place, so even tho this tutorial is a nice insight I still won't be able to use it.
CTRL- on the numpad, not the minus on your regular keyboard. If you don't have a numpad, there are ways to deal with that, but it's a royal pain: essentialpicks.com/using-blender-with-no-numpad. Really, both a 3-button mouse and a numpad are pretty essential for using Blender with hotkeys.

Do looptools as he did or snap the circle to the object but pay attention you have enough geometry to do it, for example if your snapping circle has 16 vertexes, it needs to cover 16 faces of the object.
I had this gym equipment part where i needed 18 holes on a long box shape it did it but made abit messy geometry so beveling and smooth shading was not posible i could have manualy make those holes but it would have taken ages .I wonder is there a better way. i ended up ditching beveling and just did autosmooth .

Boolean method is okay but it takes more time than other methods. Check Josh Gambrell's video to know why.

for number 2 what is the control for Mac as the control you gave only zooms in and out
