big country roads not alot of troopers in the area, if criminal activity isnt reported then that area isnt enforced, people have radios alrdy set to the stations to know if they are getting reported plus sometimes cities dont care bc youre doing it out in the country instead of in the city, idk how people do it in the back of factory lots and shit they must have permission bc priv road or something
