Hon. Sewungu, there is a need to distinguish between pay for teachers and having a fully educated person to teach our children. I would like to tell you on the aspect of quality teaching, there are teaching persons who can't even speak English properly and can't write good English but that person is teaching. The current system has people who did not understand very well what was taught to them in primary and secondary, they ended up with pass certificates but are today teaching. No wonder many Ugandans don't have a good phonetic grasp learning acquired. There are teachers in secondary education who can't pass a secondary paper if set to them, but are teaching that subject. In addition, university education teaches more, you develop research skill, analogy skill to be able to distinguish. Today so many people are nurtured to be like parrots, cramming good at, but not reasoning mentality capability. Because of low performed persons academically in exams enter teaching profession, explains why teachers pay is very low. The forces of demand and supply, too many persons available to teach is made salary payment low as well.
