The problem is one of marketing. I am planning a family trip to Bangkok next year and considered the Holiday Inn Express in Sathorn among other rental Condos as an option. IMHO the problem is the name "Holiday Inn" which is an excellent brand name across the world. I have often stayed in Holiday Inns in my home country but they are not cheap. When I looked at Bangkok accommodation I immediately discounted Holiday Inn since I was looking for good value accommodation that fits a budget. I suspect that is the case with most visitors to Thailand and branding the Bangkok Holiday Inn's as "Value Hotel" while not displaying the Holiday Inn name prominently, will result in an instant turn-around for Holiday Inn hotels in Bangkok.
Holiday Inn and Holiday Inn Express are 2 different class that cater to different market. The express hotel is mainly for business customers that only aim to sleep and go while the holiday inn hotels are more to tourists. There are many Holiday Inn hotel in Bangkok, I think they have 3 besides the express one you mentioned. So you can choose one that fits your budget. To me the location is my priority as I can save time from walking / taking the trains. There is even one that located near the red light district for ppl that look for "fun" time.
