About half a year back, I stumbled upon her episode on "Dr. Ohs Golden Clinic".
When I heard the intro to "Howl" first, it really broke my heart.
Chuu said, she's in a better place now and I truely hope, that is the truth. She really brightens the day of everyone around her.

From my understanding of Howl, those distorted voices you hear are the voice of Chuu's inner monsters.
Although these monsters may have been the ones that hurt you in the past, they are the ones that shaped you to who you are today and now in turn keeps you safe in times of danger or when everyone turns against you.

The effects you mentioned (during the second verse in Howl) are a vocoder, but then a little bit of the vocoder signal through a ring modulator, I think. It's super cool
