As India is a trade surplus country in Service but trade deficit country in Marcentile, the intention was to convert service into manufacturing, outcome would be trade surplus in Marcentile, but reduction in trade surplus in Service. The last few years data shows that we could not improve much in Marcentile exports but we have improve much in Service Sector exports. So the outcome is just reverse of the intention.
