Just a FYI for anyone who plays on pc, not sure if it is all of logitech keyboards, but my Logitech G910 keyboard has special lighting effects for borderlands 3, also for some other games, but the borderlands effects are pretty sick, makes for a pretty cool experience, so if anybody is starting out or is the type to want their system to be personalized to the max, get you one, they aren't too expensive
Level scaling: have a minimum, then scales to you once you're past them. IE, level 13 enemies are 13 if you're below, and on level with you if you're above.
Personally, I like having everything Scale with me, it give me a challenge whenever I go forward in a story, or go back in a location I've already been. If I need to go back and complete a quest, it should also scale with me, every reward, drop, cash amount, should all scale with the player, so it can make it feel like you earned what you collected.
for the mod author. if it's possible to change rarity based on parts. make a weapon with max damage parts a certain rarity. make some of the overtuned weapons like plasma coil one rarity. keep alien weapons as e-tech but instead of e-tech being a completely new rarity, give it some kind of marking like with the annointed weapons. remove glitch rarity because it doesn't fit in this game at all. maybe the weapons from the slaughter maps can have one rarity (rowan's call, butcher, shredifier and so forth). maybe the event weapons could have something unqiue. or the rewards from doing the map objectives (like the bekah). or don't listen to me at all. that's also an option

Enemies need to scale. You said it best, really. I have never once in any BL game said "Man I think I really want to go back to Normal mode" and I never will.
I did some testing with the toboggan glitch and you can slide and down yourself before shooting or sliding again. Then you can get a second wind (you can shoot in FFYL without the glitch breaking) and when you get up you have it. Easy way to get the damage up again in the middle of fights after using the slide for movement to get places faster. Best of both worlds
It'd be sweet if the pearlescent rarity was just specifically god rolls of any legendary. It would make them more rare, and you'd know what's up when they drop.
they 100% should scale with your level, that way if you wanna go farm a past boss that has a dedicated drop you can without it being a underleveled gun
I like the idea of enemies scailing with you for B4 but also believe that it should be a toggle option since I’m sure there will be People who take issue with it aswell
i still want them to bring TTWL's itemization and enemy scaling into BL3 (playing TTWL was the most fun i had in BL games since BL3 pre M2.0 but there wasn't much fun stuff to do in the end) and why not have enemies scale to your level? nothing much stopping you nuking them into oblivion... want it to be challenging? use anything that's NOT a legendary in BL3 😂(arms race was the only place i used non legendary gear and the moment you found ANY legendary even that went out the window)

Here's my idea I'd much rather them get away from "levels" and just go based off (Skill points) and (Trait points) So no lvl 0-72 just a flat based XP bar that you have to kill enemies and do missions for it to go up. Say you get max of 85 points for both trees So 85 points MAX to spend on your action skill and 85 points MAX to spend on your Traits. Skill points only affect the power and abilities of your Action Skill but your Trait points affect everything else like Gun damage, Fire rate, Charge time, elemental damage, movement speed, etc. That seems like a better way to also incorporate build diversity, since it'll be more unlikely that everyone will spec into the exact same Traits as other people. Enemies will technically scale with you but it'll feel better and more of a progression process of gaining power instead of here's a gun 2 lvls higher and just melts everything.
Bl3 loot, endgame, gameplay, legendary variety, and many others. But wonderlands quality of life, like melee to open chests, enemy level scaling with you, stuff like that

The dialogue skip mod helps with BL3's biggest issue, which is a ridiculous amount of downtime and waiting for the NPCs to stop rambling.

For that QOTD: Some kind of level scalling would be nice? Like... maybe past areas would scale up to your level for every 2 or 3 chapters cleared?
If Borderlands 4 supports Mods on Console like Bethesda does it would be the greatest except you don't earn Achievements.

Always time to play through and get the achievements first before you do any modding, if you really want the achievements.

Why not make a toggle for enemies to scale with you, or be the level they were when you encountered them in the story

The main reason I would like to see enemies stay on level is so their drops are on level. Low level money is also underwhelming.
