Here’s the mix we use Triclopyr (garlic 3a) 50% Water 40% Imazapyr (arsenal ac) 10% Mixed in that order. That will take care of any tree you want to treat and is not soil active.

Typically for any sustained time outside below freezing your herbicide could start to freeze up. The herbicide is still active when frozen but it just won't come out of the bottle once it freezes.

They are certainly both effective. Dr. Harpers mix is probably what we see more commonly used. Just depends on the availability of the chemicals.

When mixing one gallon, what is the ratio of the garlan4 to your oil mix? Is the oil mixture a vegetable oil? If not, why not just use diesel?
I spray gallon 4 for power company we cut it with diesel and use industrial blue dye

This is basically modern slash and burn, which pre dates the use of mules, but sure the old way.
Can the Garlon 4 Ultra and basal oil be stored in the cold?
We probably wouldn't recommend prolonged temperatures significantly below freezing, but cold is fine. A shelf of a garage or shed should be fine.
