Junior WRC has literally 8 drivers but the way they cover the drivers one would think they are close to 20 drivers. You can't tell me it's impossible to cover all 8 drivers. Besides that what are you doing to the junior drivers if you can't cover them to motivate them, beats the reason for this program in the first place.
