There are awesome games that would be really fun with a co op mode as DLC. Just like the mod for Just Cause 2 just let people play together if doesn't even need to make sense in game because as you said, people just want to have fun and not pay so much attention (who cares if the NPC's don't acknowledge that there's multiple players)... God knows I'd love an ok multiplayer S.T.A.L.K.E.R

I'm 6 mins into the video and i feel like screaming at the screen "Co-op!". You can have all the fun of singleplayer but with a friend. Like Saints row 3, 4 or Far Cry 5. There's absolutely no downside to it. Just play the entire campaign with a friend and enjoy the game. Especially good for silly games like Saints Row or Just Cause.

Like it doesn't need to be like a new mode and stuff.
Why not just do the same but let there be more than one player character. Kinda like in the ghost recon series. It doesn't even need to be too balanced much for that. I just wish i could mess around in the freeroam. Maybe even don't allow missions. Who knows i might be stupid or something idk.

Yeah the algorithm buried this video, it's a shame because I find the topic kinda interesting. I think the current UA-cam is like a bull seeing red and just dropping the hammer on everything. It may be a while yet before the platform stables out but in the meantime it's a worse experience because of it.

If a game has story mode and multi-player even if I'm super interested in multi-player, I won't start until I complete the main story. That being said, I'm a console gamer with over 3k hours of GTA5 online, that game is barely able to run properly with the chaos that goes on. Just Cause would be difficult to be true to its core nature and also be playable. All or nothing baby.....

I mean, really when you think about it, yeah it could work, since the MP mods are basically just the *SP open world but without NPC's at all..* yeah, sounds pretty easy, add a few access menu's, keep the menu stuff and spawning or anything etc, bind that to a controller layout. And then bingo your all set!

A multiplayer/co-op mod would be really really fun but it won't fix the game. Sure the ability to mess around with friends would be amazing but unless they make the game feel fresh once again the multiplayer mode will die down quick too and then you have a mediocre single player game and a dead multiplayer component.

I agree with having multiplayer being added on later but if you were going to have multiplayer added on letter then if possible hire the modding team that made the jc2/jc3 multiplier mod as they have experience in multiplayer compared to avalanche which has exclusively better experience in single player bc then u wouldn’t have a botched multiplayer mode in jc5

Most of my experience from Just Cause is just going around the map, blowing stuff up and messing with the physics of the game using the grappling hook. It could work perfectly well with another player as is, I don't see how they would have to change the game design from single player focused to multiplayer focused in any way.
Edit: sure, minor changes would be needed to accommodate the second player, but the core design could remain unchanged.

Multiplayer as a separate project? Sure, I don't care.
But singleplayer games don't need a tacked on multiplayer. Not even once I've played singleplayer game and thought to myself: "Hey you know what? I want developers to waste time and resources on a worthless mode that gonna die in a couple of years if not sooner."
There's exceptions, of course, such as Call of Duty in which multiplayer is a main part of player's experience.

Just Cause series always needs a multiplayer, whether that be a singleplayer and multiplayer versions of the same game existing at the same time. It always keeps it interesting for a while before it dies down (obviously nothing’s gonna last forever). Meanwhile singleplayer games are talked about for a year before being completely forgotten.

I do feel like for multiplayer, The Just Cause franchise would benefit a lot from it.
I also get what you're saying. But I feel in some places, you are overthinking some aspects.
For one, you bring up that Avalance hasn't had multiplayer modes before therefore they are staunchly against it. But that conclusion isn't concrete. There are plenty of other explanations for why they haven't implemented it. For example, perhaps they wouldn't be opposed to it but found it to be a very difficult technical feat to implement. Like, Just Cause 3 was the first JC game that actually runs properly on consoles and still has some issues with load times and pop-in. The map is also something like 400 km^2 which is much larger than many other open world games that have co-op. Implementing even a decent co-op mode might have taken way more time and resources at that point. Or there could have been issues with progression and matchmaking that would have been difficult to solve. Like, Far Cry and Assassin's Creed have co-op missions that reward a ton of useful resources that would actually benefit the player. But in Just Cause 3, you already get most of what you need upfront so you need something else to act as the reward and progression for co-op.
Basically, the reason why Avalance haven't done co-op could be less because they don't want to do it but more because it would have been a difficult thing to implement. Just Cause 2 was best on PC which had MP mods anyway so there was no need to implement MP there. Just Cause 3 is the first proper JC game to run well on both console and PC so they might have been more concerned with getting the SP to work rather than also focus on MP.
As for how the JC games could implement multiplayer, I have a few suggestions:
    Option 1: Go the Assassin's Creed/Far Cry/Saints Row/Watch Dogs Approach for co-op:
This is kinda what the mp mods already do. You can have it such that you can have 2 or more players hop into a single world and can simply mess around and destroy bases together.
The main advantage here is that JC's design already lends itself nicely to just adding extra players without changing much else. Hence why the mp mods were so successful.
There have been MP mods for other SP games like Skyrim, Fallout New Vegas and GTA SA, but the challenge there is that the way those games are designed don't lend themselves as well to MP so the MP modes have a lot more work to do and have to change more of the base game to accommodate it. In GTA SA for example, there aren't really many dynamic activities the player can just casually enter whenever and play however like outposts in Far Cry. Every mission is kinda an instance of the world with its own set of adjustments and scripting for cutscenes and events. Interiors are separated from the main world via loading screens. So any MP mod has to account for these. They need to change the mission' scripting to account for multiple players. They need to adjust how missions instance the world so players can start them more fluidly. They need to add dynamic events so there is stuff you can do properly.
In Skyrim and New Vegas, these are RPGs where the player's specific actions are tracked and used to progress quests and interact with the world. But this makes MP a challenge to implement. If one player does a crime, you need to track the bounty separately for them. But find some way of synching quest progress if players do different steps together. Or Dialogue. When a player is talking to an NPC, be it for a quest or for bartering, the game usually just pauses the world and allows things to happen. But what if players are in different areas and parts of a quest? If one player is talking, what are the other players to do? Even if there are solutions from games like Fallout 76 and ESO, those solutions need to be back ported to Skyrim and NV rather than being easy to implement.
Just Cause doesn't have any of these problems.
For one, it has plenty of dynamic activities that aren't instanced separately from the open world. Most outposts/bases just ask you to blow up certain specific things and kill certain enemies. How you do that is entirely up to you with very little scripting or dependencies. Meaning that in theory, it doesn't matter if it's 1 player or 10 attacking an outpost or base since the objectives don't need to be completed in any specific way or are tied to the progression of any individual player. Hell, in JC3, it was possible for enemies to accidentally blow themselves up and still have it count for the player.
Even the missions maintain some consistency with free roam. They usually either ask the player to go do something they could already do in free roam anyway, or spawn in some enemies or challenge that works the same as in the open world and asks you to deal with them. Very rarely do they force a restrictive design like GTA SA that can sometimes even fundamentally change the physics and normal rules of the gameplay.
Plus, many of the side activities and diversions have the chance to be improved if there are multiple players. For example, there are dynamic wingsuit, parachuting and race activities the player can do just by going to a marker in the open world. In a co-op setting, this allows multiple players to start doing a wingsuit or bike race at any point without planning it beforehand. Either to compete on the spot (like in the Burnout and Need for Speed games) or to help each other out complete objectives. I remember in JC4, there was one side activity that asked you to ride a bike through a marker by having it tethered to a nearby windmill that was very frustrating to complete. You could have a situation with co-op where other players could help launch you on your bike through that marker. Like some sort of weird analogue to Souls games MP.
Again, this is why Far Cry and Watch Dogs have had pretty fun MP modes, both in co-op and in PVP. These games also have outposts that aren't instanced from the world, and objectives that aren't specific or restrictive. So you can have multiple players do the same outpost together and have it work well. If it doesn't matter who or how an enemy is killed or a computer is hacked, you lend it much nicer to both freeform sp and mp gameplay.
There are some issues I feel. And it's mostly from motivation. Like I said earlier, JC doesn't really offer anything new to the players as the game goes on. Everything you need to blow up bases is more or less given to you early on. So the upgrades you get either unlock some new abilities, or give some better weapons and vehicles. But since progression is kinda non-linear (you can tackle many bases and side activities in whatever order you want), the game can't guarantee you might have a particular tool for a particular section. So almost every base and activity is designed to at least be doable with the basic equipment in some form. So unless if a particular outpost happens to be really long and difficult, it might not encourage a player to try out co-op. And usually, the more difficult and long bases tend to be towards the end of the game which most players don't reach because they get their fill of the gameplay from just messing around in the beginning and middle game. So the amount of players that could help you may not be as present.
Watch Dogs ran into a somewhat similar issue. Doing MP stuff gave you extra XP, some points towards some cosmetics and some new abilities. But they weren't really necessary to beat the game.
Still, I do feel like even if Avalance just implemented a basic co-op system (especially if it is split screen), that could be a unique selling point for JC5. You have the same singleplayer game as JC3 that is hopefully improved by being on current gen. And you have a bonus co-op mode that complements the game's design. Even if there are no additional rewards or points for playing co-op, I feel the novelty alone could nab the game some nice sales and make some nice early game content.
But, if we wanted to go one step further, we could do:
Option 2: Invasions (e.g Dark Souls, Watch Dogs 2)
In Watch Dogs 2, if a player got a high enough noterity, they could be invaded by other players that act as bounty hunters. Often leading to some really nice cat and mouse chases as one player has to deal with 2 or 3 other players, in addition to the cops pursuing them. It was really intense. Plus, other players could also join in as your allies and help you escape by fighting off other players and the cops. Watch Dogs 2 also had some activities like "hijack this van" that would also appear for other players. So this would result in the player dynamically and seamlessly joining an MP event with other players if they approached that van and tried to hijack it.
The Souls games have MP where you can invade other players' games and try to kill them, or join their side to kill invaders.
I feel such an idea could work for Just Cause given its massive world and sandbox gameplay. Imagine if you choose to opt into MP and if while you're clearing a base, you get a notification saying the enemy faction is sending super elite guards (i.e other players) to kill you and take the base. But you also then get a notification that your faction is also sending you some super elite guards/other players to help you out in taking over the base. That way, you can get a more wacky and wild experience every now and again from different players.
