It's not that Galaxy Impact punch is weaker or less powerful than it looks; it's that Garp is getting older and doesn't punch as hard as he used to. But, yes, that attack, that punch is as strong as you can see it here or in the manga. Not for nothing he joined Roger to fight against Rockz, the Dragon God (as I call him), father of Shanks.
