This is a horrible, dangerous, idea. And expensive too. And it provides absolutely no privacy to Bitcoin at all. But naive people will be suckered in.... that's for sure.

99.8% sure it would be for life of the Wallet.
You do it once. And the counter party won't have to pay the fee to send to you.
