From my experience there has to be technical knowledge to a certain level (read technical drawings etc.) so you can assume that there is an advantage if you understand the technical aspects, but not in general, if it comes to commercials topics like e.g. contract management. There is also the difference between fresh people from school or experienced engineers from r&d.

I think risk management in procurement
