Maybe because ATP, men's double and mixed double are accumulated cuz he multiplied GS in double sectors as well, then it could be true that he has 723 weeks of no. 1
I would like to point out that those who are better in hard courts have more advantage in this ranking as 80 % of the tournaments are in this surface. This factor plus the injuries are the main reasons why Nadal has less weeks at number 1.
personally I don't think Nadal is weak on hard court. Grass may be but definitely not hard. To be honest, except Fed and Novak, no one can really beat him consistently on hard court. Even Medvedev now, 10 years younger, at his prime and current No.1, also strongest in hard court, still cannot do it. The fact that Nadal looks weak on hard court is only when you compare him with those two, otherwise no one is ever close to him. On the other hand, Nadal dominated Fed and Novak on clay for many years, and surely the winning percentage of Nadal vs those two on Clay (77%: 33-10) are higher than the losing percentage of him vs those two on hard court (70%: 14-33), so in general it's not that bad for Nadal. The main reason why he cannot have more weeks in No.1 is his injuries through out his career, which did limit his tournaments that he can play through the year, and you can not be No.1 if you don't play enough tournaments. That's why when comparing to Fed and Novak, the No.1 weeks of Rafa are really behind, why other stats are quite the same.

Man, I gotta say, even as a Serbian I think Fed's prime/peak is the highest level of tennis I've ever seen. I'm in my 30's and remember watching Fed play live in the mid 2000s... I have yet to see someone surpass his level. Nadal is probably close on clay though.
