I don't have Risk speed rules but there's usually some mechanic to end the game before someone conquers the entire map which is why I like LOTR Risk so much... I'm also convinced if someone grows too strong and everyone gangs up on them they'll almost inevitably go back down and it won't end until someone else then becomes the strongest, and it will just go back and forth like that. So you need missions or some other way of ending the game. One thing you could do is introduce 'war weariness' or 'reserves depleted' or whatever you want to call it which causes reinforcements to be halved after you've gone through all the territory cards.
