How to get your WordPress website to scroll down to a different section on the same page

Can I index just one section of a page to Google...?? I mean when someone clicks #cupcakes from Google they'll get scrolled down to that cupcake section automatically...

Thank you can you please help me when my theme dont support smooth scroll down. I did everything in this video, but I want that smooth scroll down how can I do that when I instal that plugin "Page Scroll to ID" ? Just instal doesnt work

You’re right. Just installing doesn’t work any more. The plug-in has a settings page where you have to manually activate the smooth scroll feature.
I’m not at my computer right now so I can’t look it up but I’m pretty sure the page scroll to ID settings are in the standard SETTINGS WordPress menu.
