I asked myself the same question and I believe it is because of the food supply. The river is both dammed and has fewer rocks than other rivers I've fished, so I'm guessing the insect life isn't as prolific as in a freestone river because they need those rocks to lay their eggs. Still a good amount of trout and I've read that you will catch the occasional 15-16" fish (and very rarely larger), but those not the norm from what I understand.
