The 0.01 you have said "we consider" is called least count. The least count is the smallest measurement that it can accurately read. It is determined by the precision of the instrument. In most cases, this is 0.5 mm. There are usually 50 divisions. In this case, the least count will be 0.5/50 which gives the value 0.01.
