you will not be able to.. you can attend the test at later date (via online). you will however not be considered for the rank.. but you can check where you stand (Rank) based on your marks..

just give the prelims... spend about 2-3 days to read Karnataka current affairs.. since you have already cleared UPSC prelims... you will have a strong knowledge in prelims static and national CA... you will aramse clear... hope this helped.. all the best
