Pay the water bill yourself (because you're ultimately going to anyway), and charge a higher rent if possible because it's (slightly) easier to collect on unpaid rent than on unpaid water bills, and less likely you will end up dealing with liens
This is why i will never have rental property in Baltimore again.Section 8 tenants got mad cause i was evicting them and ran the water bill up on purpose.It was a 1,000 dollars a month consecutive.Got the eviction date the third month.Made my money for 10 years but nothing but headaches

Yes basically you just have to pay it yourself. Otherwise just tell Section 8 that you are always paying it

If you screen your applicants correctly and put a responsible tenant in your property, you most likely won't encounter this situation.
