That is completely untrue. Any unwanted touching can be a battery however they are not touching anyone in this video. If they did it with with a deadly weapon that can cause serious bodily injury or death, then yes the act of it without touching can be a crime. Especially if there is an immediate threat. But merely a person hand, no… this is not a crime.
