I've seen this happen many times before. Losing Vladivostok wouldn't be sufficient to capitulate the Soviets, but that in a addition to a few collaboration governments very well might.
Ussr need to be fixed. Ok if this land is conquered rapidpy but if it holds at nearly stalemate for a decade, maybe it shouldn surrender after one provision loss
War support drop. Realistically the Soviets would never surrender, so all they need to do is buff its surrender limit and increase war support modifier. The issue is that makes conquering the USSR as Germany (as a player, not an ai) a massive pain

@marchionimaurizio2965 never pulled off sea lion, got completely fucked manpower and machinery wise against soviets, had horrible supply on the eastern front, once soviet lines stabilized they were able to pull off crucial encirclements such as in Stalingrad, divisions were slow to respond to dday because Hitler didn't want to be woken up, german industry got genuinely fucked by bombing which made the aforementioned supply issue worse, towards the end of the war tank designs became increasingly impractical, there are so many more canon reasons why germany is too strong in hoi4. It's just paradox trying to appeal to wehraboos

It may be due to collaboration government operations, they push the target nation closer to capitulation

Industry does not correspond to manpower. Germany eventually gains manpower from occupied land via compliance. As for the USSR I have no idea xD
