I DID have notifications turned on for Whatsapp. It is after I made the notifications SILENT that I no longer could see the Whatsapp answer or decline icons on my lock screen. I changed it back from silent to allow sound and vibration. In the silent mode, the "pop-up allowed" choice does not show. Will see what happens!

I have one more method settings>apps>whatsapp>notification now there will an alert subsection check if the notification is on allow sound and vibration or silent if its on silent then click on allow sound and vibration i hope it fixes your problem.

So this helps us get back to popups. Still stuck with no full screen inbound calls on android unless the phone is locked....the little popups aren't really that good at all

On new whatsapp version under app notifications there is an option 'Alerts'. Make it "Allow ...". when that is done another option appears as 'Pop up'. Then 'Allowed' should be selected. This will help show the incoming whatsapp calls on the lock screen. Hope that helps somebody.

Seems like "pop up" notifications are not the same for whatsapp as they are for every other app. Just enable that and it will work.
