If your husband has PR card, u are eligible to apply for work permit even if u come for visit visa. U can apply NNAS while you are back home. And start the process. Once u have work permit u can submit that and get license.
You need ielts. But there are conditions that can exempt ielts requirements. 1. If u have recently finished your education or with in last 3 yrs where mode of communication was English. 2. If u are working and your primary language there is English. If you come here, it will take time for you to get license. So u can work in any medical facility as any position and then submit a letter that says ENglish was forst lnguage when u were working. That will exempt your requirement in Ontario
