I always grind that outer "rust ridge" on the rotor.. I just spin the rotor by hand as I grind in one spot.. so it acts like a lathe and knock it down flat on both sides; only takes a minute or two and leaves an even surface all the way around. I've never had any trouble doing it that way; works great. And you can get a lot more life out of your rotors, if that ridge is causing issues.
