I remember in wall kill ny a siren that looked like this but it produced deep honks of different pitches but deep and non continuous very creepy sounding. Anyone know what kind it may have been?

They are DTMF activation codes. They are used in these sirens to specify the location of the siren, and the type of signal.

STH-10C but those are fictional sirens besides that there is no real "One decker horn"

It is not pulse. It just sounds like it because the top damper is stuck open.
