All of that would be avoided if the text said "played" instead of "activated" which is ambiguous.

Just to summarize the card negation process, there are three steps in a card progress: Activation, On-Effect, and Resolution
• Activation: is when the card is announced to the opponent and is declared the player will be using. No more backsies when the card is shown.
• On-Effect: is when the card's described effect's condition(s) are met and is about to make an irreversible state on the board.
• Resolution: is when the "On-Effect" state is finalized and used, where the card will now be moved to a different place on the board.
- When the card says "You can negate an effect", that means you cannot prevent the "Activation" process of the card but you can stop its effect(s) from happening. Both the "Activation" and "On-Effect" will be used in this state. Any other cards that met the condition of having that specific card "activated" will also be playable after resolution.
- When the card says "You can negate the activation", the card will still be considered "activated" when declared but the "On-Effect" state will be skipped. The card's activation was still used in this situation so if its a "once-per-turn" card, you will not be able to activate another copy of the same card. However, if there is a way for another card to trigger the effect of that negated card, its effect will still be useable because only the "Activation" process was negated, not the "On-Effect" process.
- It will now boil down to how vague or specific the conditions for the card activations are. Like how "Baronne de Fleur" does not say it can negate a "Spell/Trap" or a "Monster" card. It just says it "can negate activation" so whatever card that will be activated while "Baronne de Fleur" is on the field can be negated.

For those confused about the rulling for Cesar, basically. When the SHS gets put in back row it causes a conditional monster effect to summon itself, but since it is now a continuous spell, it is not a monster; however It can't be negated as a spell card because it only negates the physical card as an activation of a spell not a conditional monster effect that can happen when conditions are met

Honestly, considering the meta where veiler is decent enough, I think inserting Siegfried is a viable option, specially if you brick with contracts and requiem. you get the pop from requiem, a spell or trap targeting negate (meaning it can negate droplet and ruler if you can chain), you can still rank up to machinex. all you have to do is put more veilers and a dd lamia in there and you're good to go.
A lot of people still confuse about damage step negate.
Look for the keyword negate the activation. If the card said so, then it can be used in damage step.
Example:
Baronne. Yes
Appo. Yes
Ash. No
Belle. Yes
Carrot/Red. No
And so on

Whenever I play branded banishment, I can't activate it when my Albion the branded dragon is in the GY, but u can with sanctifire? There's nothing that says I can't special summon ATBD but I just can't. Anyone know why?
It had to be properly summoned, not just sent from morrorjade/etc
