In this timelapse video I show all the growth stages of a cockatiel, day by day, from day 1 baby to 38.
The bird is pretty much done, tail feathers will grow a bit longer though. This bird was a fast growing one, they are not always this quick in the development.

It's hand fed, hand feeding solution are high in nutrients that's why! They grow quicker than parents raised.
Also, if it's the last baby from the clutch then also it's slow growth.

I would say let him get a bit older, probably 2 or 3 months older if you want to get a female, because since he first sees her as a baby, most times they never really mate. They usually mate when they are close to the same age, this isn’t 100% but this is what’s happened from my experience with my cockatiels

How do you protect your birds from "Psittacine Beak and Feather Disease"?

Only way is not bringing home parrots with that disease... not very common in cockatiels but still possible, so you need to quarantine any new entry and make sure it's not affected. Baby cockatiels are easy to infect if they meet the virus, adults are more resistent (not 100% thought)
