Zombicide Friends and Foes adds the new deadly tainted walkers and tainted abomination to the Undead Orc Horde. However, it also brings in new allies in the form of familiars. Use the new familiars to give you an edge over the Zombicide Green Horde.

Is it really OK with Black Plague + Wulfsburg and without Green Horde?

Yep, you can incorporate it into a game with just Black Plague. The rulebook even states you need a base set, either Green Horde or Black Plague.
It adds familiars which will have no issues being incorporated. It also adds the tainted walkers and abominations. The only thing that will change with those is they use the horde rules from Green Horde. So, you would just skip that aspect of the card while playing with just Black plague
